Ah yes, the concept known as that of the Forbidden Planet. In the past, before the Galactic Federation was even formed, there were plenty of scenarios where certain species on certain planets have had First Encounters with other species that...were kind of misleading. Very misleading. So misleading, in fact, that a few interplanetary War of the Worlds-style wars broke out and a lot of people died over something that turned out to entirely be silly and avoidable. So with that in mind, of course the Federation would be really aware of such a risk happening with any new planet with sentient life that they discover, and as such, have devised terminology for such a phenomenon and strategies for how to deal with it. 

Of course, even with all their careful effort, the planet's people in question could still end up deciding not to join the Federation or at least hold off on it for a bit, as free will is another major ideal that the Federation upholds. Still, though, at best, these efforts could bring new planets into the Federation anyway, and at least, minimize the probability of any more unnecessary wars breaking out.

As for the probability that all those bounty hunters going after Pluffy would actually care whether or not the planet she's currently on is marked as Forbidden? Pffffffft. Pretty much zero. But I'm sure that won't stop at least someone from the Federation from trying to stop them. ...Someone.
